Notice of Establishment of the Japan Digital Advisory Strategy Council (JDACs) and Appointment of Representative Director

We are pleased to announce that our CEO, Ryosuke Takahagi, has established the Japan Digital Advisory Council for Strategy (JDACs), a vendor-neutral third-party advisory organization supporting DX, AI, and data utilization for corporations, local governments, and educational institutions. He has assumed the position of Representative Director.

■ Background and Significance of Establishment

Digital investment is now a critical theme directly linked to the core of business management.
However, alongside the acceleration and sophistication of DX—including AI and data utilization—
we are seeing situations where “implementation itself” becomes the goal, resulting in projects that fail to deliver tangible outcomes.

Requirement definition, ROI verification, PoC evaluation, architecture design, security, legal compliance, operational frameworks, ethics.
Making decisions that holistically assess these factors and fulfill accountability is no easy task.

In this environment,
there is a growing need for an organization that can verify the validity of decisions and provide advice from a third-party perspective, independent of specific vendors or vested interests.

JDACs was established to respond to this societal demand.

The council upholds the three principles of “Neutrality, Verification, and Implementation,”
and its mission is to enhance transparency and acceptability in digital investments.

JDACs plans the following initiatives:

1. Third-party review (second opinion) for DX/AI/data utilization
・Verification of business strategy, requirement validity, contract terms, ROI, and architecture
・Issuance of evaluation scorecards for proposals, requirement specifications, and PoC plans
・Presentation of executive summaries and actionable improvement plans for operational teams

2. Advisory Certification System (JDACs Certification)
Visualizes advisory capability and review proficiency through a unique three-tier design:
・L: Literacy (Foundational Literacy)
・A: Advisory (Practical Advice)
・R: Review (Audit Oversight)
Comprehensive evaluation through written exams, practical assignments, interviews, and continuing professional development (CPD)

3. Development and Publication of Guidelines/Standard References
