Ryosuke Takahagi, Representative Director of Massive Act Co., Ltd., has established the Japan Digital Advisory Council for Strategy (JDACs) and assumed the position of Representative Director.

The Japan DigitalJapan Digital Advisory Council for Strategy (JDACs) was established in 2025 as a neutral third-party review body for digital investments and strategic decision-making.

It provides reviews based on expertise and objectivity, without relying on specific vendors or solutions.

Due to the rapid evolution of digital technology and the increasing complexity of digital transformation (DX), many organizations are seeking appropriate criteria for decision-making.

JDACs contributes to improving Japan’s digital maturity by providing a neutral perspective and expert insights for critical decisions, including digital strategy, AI utilization, system procurement, and investment decisions.

As Japan’s digital transformation accelerates, the growing prevalence of generative AI and the increasing complexity of data governance have dramatically heightened the difficulty of decision-making.

However, the role of organizing decision-making from a third-party perspective that transcends multiple stakeholders has not always been clearly defined. Asa result, it is not uncommon for “implementation itself to become the goal,” leading to excessive investment and governance risks without sufficient verification of results.

The essence of DX lies not in the technology itself, but in the “quality of decision-making that leads to results.”

JDACs upholds the three principles of “neutrality, verification, and implementation.” Through verification-based advisory services centered on neutrality and empirical evidence, we are committed to improving the quality of digital investment in Japan.

Shotaro Suzuki

Formerly served as Assistant to the Government CIO (during the 4th Abe Cabinet reshuffle), Project Manager at the Digital Agency, and Digital Director at the Financial Services Agency. Currently serves as Digital Director and Chief Information Security Advisor at the National Printing Bureau, an independent administrative agency. For many years, he has been engaged in neutral technical advisory and advocacy activities focused on technical standardization and interoperability at numerous foreign IT companies, including Microsoft, where he served as a Technical Evangelist.He has also served as a part-time lecturer at Waseda University, Chuo University, Tokyo Institute of Technology, and other institutions for 15 years, promoting public-sector digital transformation (DX) in Japan from a cross-sectoral perspective spanning industry, academia, and government. As an advisor to the Japan Digital Advisory Strategy Council, a general incorporated association, he promotes and advocates for improving the accuracy of business strategy combined with DX/AI, as well as the utilization of proprietary technologies such as MACT INTELLIGENCE™ and DDIM™.

Maomi Yuki

While working at the forefront of the media as a television personality for many years, she has recently been involved in business production and brand building. Drawing on her own experiences, she is committed to creating value through product and service development, collaborations with companies and brands, and speaking engagements and ambassadorial activities. She will relocate to Malaysia in 2025 and will be based in both Japan and overseas.She shares insights based on her personal experiences on topics such as parenting, education, work-life balance, and well-being. Since December, as an ambassador for the Japan Digital Advisory Strategy Council (JDACs), she has been communicating highly specialized topics such as digital technology and AI to the public in an accessible manner from the perspective of everyday consumers, serving as a bridge between expert knowledge and society.

Why is an independent third-party organization needed now?

Digital investment is a critical business decision for organizations, but objectively verifying its validity and results is no easy task.
Many organizations lack personnel with the necessary expertise internally, facing challenges in justifying investment decisions and measuring outcomes.

Furthermore, since vendors and consultants make proposals based on their own solutions and methodologies, it is difficult to expect a completely neutral perspective from them.
This can lead to risks such as suboptimal choices or excessive investment.

JDACs provides reviews grounded in expertise and objectivity, operating independently of any specific vested interests.
This enhances transparency in an organization’s digital investments and supports an environment where executives can make decisions with confidence.
